Bearing walls are the elements supported and braced by the rest of the structure. They are mostly subjected to downward dead and live loads. When the interior bearing wall is taken in question it’s unlikely that these loads are perfectly balanced at each side of the wall. So, an eccentricity is usually considered in such cases.

When the exterior wall is considered the gravity loads are applied to one side of the wall only. So, the load eccentricity is even larger. The practice shows applying vertical loads in a hunch attached to the wall. Read more in the link bellow.
